Obama veto threats at record pace to begin new Congress

But the White House blames Republicans, saying they're bringing up bills they already know he opposes.Whoever's at fault, the amount of veto brinksmanship appears to be at a modern high. Counting a verbal veto threat on an Iran sanctions bill that hasn't been drafted yet, Obama's veto threat count so far this year rises to nine. By comparison, Reagan issued five veto threats by this point in 1987, but those threats were on different versions of just two bills.Until now, Obama had been relatively restrained in his use of vetoes and veto threats. Working with a Democratic-controlled Congress, Obama spent the first 17 months of his presidency without issuing a single veto threat, before using it on a Republican-sponsored bill on greenhouse gas emissions.His 148 veto threats in his first six years had been the fewest of any president since Reagan. And he's vetoed just two bills, the fewest of any president since James Garfield's assassination-shortened 199-day term in 1881.So the spurt of veto threats may bode poorly for bipartisan cooperation as Obama faces a Republican-controlled Congress for the first time in his presidency.Congressional Republicans say the veto threats are sabotaging any chance of bipartisanship. House Majority Leader Kevin McCarthy, R-Calif., said he confronted Obama about his veto threats at a meeting at the White House two weeks ago."He starts off how he wants to work together. I said, 'Mr, President, you've already issued five veto threats. If you want to work together, why not let the legislative process play out?' " McCarthy said. "The president really couldn't answer me when I called him on it."But the White House says congressional Republicans are deliberately passing veto-bait bills they already know the president opposes."Right out of the gate we see that the new Republican majority in Congress is actually recycling old legislation that they know that the President strongly opposes," Press Secretary Josh Earnest said this month. "So it doesn't send a very clear signal that this new Republican Congress is ready to pursue a different political strategy than the one that they've pursued for the last four years."Most veto threats come through what's known as a statement of administration policy, issued by the Office of Management and Budget.But Obama also issued four veto threats in a single paragraph of his State of the Union speech. "We can't slow down businesses or put our economy at risk with government shutdowns or fiscal showdowns. We can't put the security of families at risk by taking away their health insurance, or unraveling the new rules on Wall Street, or refighting past battles on immigration when we've got a system to fix. And if a bill comes to my desk that tries to do any of these things, it will earn my veto," he said.Then he issued a fifth veto threat on an as-yet-unwritten Iran sanctions bill. "New sanctions passed by this Congress, at this moment in time, will all but guarantee that diplomacy fails — alienating America from its allies; and ensuring that Iran starts up its nuclear program again," Obama said. "That is why I will veto any new sanctions bill that threatens to undo this progress."That's the most veto threats in a single State of the Union Address since at least Franklin Roosevelt, according to the fact-checking web site Politifact.Do veto threats make a difference? Consider the case of the Promoting Job Creation and Reducing Small Business Burdens Act, which would roll back some of the Dodd-Frank financial regulations passed in the aftermath of the financial meltdown.That bill first came to the House floor on Jan. 7 under suspension of the rules — meaning it needed a two-thirds majority to pass. It fell short, 276-146, with 35 Democrats voting for the bill. The next week, the House voted again on a straight up-or-down vote.In the meantime, Obama issued a veto threat on Jan. 12 — and the bill lost the support of seven more Democrats.Two members — Rep. Hank Johnson, D-Ga., and Rep. Bobby Rush, D-Ill. — said they simply hit the wrong button the first time they voted on the bill. But others said the veto threat did force them to reconsider the bill.Rep. Suzan DelBene, D-Wash., originally supported the bill despite misgivings over the delaying implementation of the Volcker Rule, which prohibits banks from making speculative investments."After the veto threat and the lack of support to pass it under suspension of the rules, she saw that there would be an opportunity to go back to the drawing board and pass a bipartisan bill that doesn't include this damaging provision and craft a more reasonable bill that would actually have a chance of becoming law," said DelBene spokeswoman Ramsey Cox.Another bill Obama threatened to veto would have banned abortions after 20 weeks. That bill was pulled from the floor after moderate House Republicans objected to provisions dealing with rape.McCarthy said veto threats do make it more difficult for House members — especially Democrats — to take tough votes. "I think in their minds, they're afraid of losing on a bill he could veto," he said.But Samuel Kernell, a political science professor at the University of California, San Diego, said the real audience for Obama's veto threats is in the upper chamber. The House rarely removes an objectionable provision from a bill because of a veto threat, but the Senate — where rules give the minority party more clout — often does."The Senate is where the action is," Kernell said. "The vast majority of all veto threats, if they are going to be accommodated at all, will be accommodated in the Senate."That accommodation doesn't seem to be happening. The Senate is poised to vote on a bill approving the Keystone XL pipeline before turning to a Homeland Security spending bill that attempts to block Obama's executive action on immigration. Both are subject to veto threats.Senate Majority Leader Mitch McConnell, R-Ky., remains unfazed."The President vetoed two bills in six years — two little bills over technicalities," he said on CBS' 60 Minutes Sunday. "The reason was the Senate never sent him anything that caused him any discomfort. In our system, it's going to happen occasionally. Presidents veto bills."Adam Jentleson, a spokesman for Senate Minority Leader Harry Reid, D-Nev., said McConnell "is deciding to spend 100% of the Republican Senate's first month on bills certain to be vetoed.""This is not a serious attempt to govern," Jentleson said. Critics of Prime Minister Datuk Seri Najib Razak say Umno is facing dwindling support due to his politcal and economic policies. – The Malaysian Insider file pic, January 28, 2015.Nearly two years after the last Malaysian general elections, both the ruling and opposition coalitions are imploding – one with internal leadership crises and the other with public quarrels over policies.In the ruling Barisan Nasional (BN), Umno and MIC leaders past and present are tussling for influence and leadership, the MCA is largely irrelevant while Gerakan and PPP are absent.On the other side, Pakatan Rakyat's (PR) DAP and PAS are crossing swords and PKR is just opposing everything with a street protest always a handy tool to keep it seen as championing a cause.The big loser? Ordinary Malaysians. Never before has this country been so bereft of political talent, men and women of integrity, vision and empathy than today when it faces the twin crises of low commodity prices and currency.The best example of this fact is Umno. Neither the Najib camp or the so-called Dr Mahathir/Daim camp inspire confidence or hope among most Malaysians. Both are stuck to courting a Malay heartland, leaving other Malaysians feeling disenfranchised in their own country.Right now, the supporters of Prime Minister and Umno president Datuk Seri Najib Razak are in the midst of a psy-war against his critics, some resorting to the old party playbook of sex allegations and financial scandals to all-out cyber attacks.While Tun Daim Zainuddin has been quiet, his former boss, Malaysia's longest-serving prime minister Tun Dr Mahathir Mohamad, has turned up the ante by offering caustic comments about a leadership he no longer supports.For Najib, it is his leadership at stake. For Dr Mahathir and his supporters, it is Umno's fate at the next general elections as the party and BN have collectively lost more votes in the last two federal polls.If the trend continues, Umno's nightmare of losing political and economic power to its former number two, Datuk Seri Anwar Ibrahim becoming PM, might come true. In short, that is the analysis of Najib's critics who say his political and economic policies have exacerbated Umno's dwindling support.The same is being played out in MIC, a party more concerned about itself than the shrinking Indian community it purportedly represents.But in a coalition of mainly racial silos, the MIC and the BN parties that represent everyone else except Malays now have even less clout than the second biggest BN party, PBB from Sarawak.One would think that the PR pact would take advantage of the infighting within BN parties to move forward and attract even more support after their successful run in Election 2008 and 2013.Instead, that success has been more of a bane than a boon for the three parties in PR. PAS were not on the same page with PKR on the Selangor state government leadership change last year.Both PKR and DAP are at odds with PAS over its insistence to introduce Islamic criminal laws, or hudud, in Kelantan. And now PAS has opened up another front – quibbling about DAP's local government election plans.Their presidential leadership council remains only in name as they have not met since the Selangor impasse over removing Tan Sri Khalid Ibrahim as Menteri Besar last year.Where does that leave Malaysians who face a year where purchasing power will be severely curtailed by a weak ringgit and the imposition of a consumption tax that will affect a wider pool of people than the more than one million registered taxpayers?Where does that leave Malaysians facing a time when race and religion is taking over the public space for debate and discussions instead of issues of rule of law and good governance?Where is the leadership and hope for Malaysians in the next few years to focus as a nation in a souring economy when its politicians are more interested in keeping their jobs and influence?And in the short term, can Najib avoid the fate of his predecessor Tun Abdullah Ahmad Badawi who left office after incessant internal criticisms? And can PR escape the fate of its predecessor, Barisan Alternatif, that self-destructed over hudud?The real question is, are there leaders out there who think more about Malaysia than just their time in office? – January 28, 2015.

Bank Negara powerless to act on 1MDB loan extension request, says report

English-language daily The Star reported that the Central Bank cannot act on 1Malaysia Development Berhad's (1MDB) request seeking an extension to its RM2 billion loan. – The Malaysian Insider file pic, January 28, 2015.Bank Negara Malaysia cannot act on 1Malaysia Development Berhad's (1MDB) request seeking an extension to its RM2 billion loan, as that is a decision for the state investment firm's lenders, The Star reported today.The English-language daily reported central bank governor Tan Sri Dr Zeti Akhtar Aziz as saying that only the company's lenders, consisting of commercial banks could decide on the matter.“In the case of any extension being provided, that is not by Bank Negara; it is from the lenders who are the commercial banks. They made those decisions," she was quoted saying.Concerns have mounted over the strategic investor's financial health following a report by financial news website Bloomberg that 1MDB planned to obtain a third extension to its RM2 billion loan by another month, to give it more time to sell a stake in its energy unit.Quoting sources, business daily The Edge Financial Daily on January 6 said the company had missed its December 31, 2014, deadline for settlement of the loan, and had received an extension up to January 30 to settle the outstanding payment.The RM2 billion was part of a RM5.5 billion debt taken through its subsidiary Powertek Investment Holdings Sdn Bhd in May 2014 to refinance a RM6.17 billion bridging loan taken in 2012 to partially finance the purchase of power assets.Maybank has 58.99% of the RM2 billion loan while RHB has 32.41%. The other lenders are Alliance Investment Bank Bhd (4.06%), Malaysia Building Society Bhd (3.24%) and Hwang DBS Investment Bhd (1.29%).Petaling Jaya Utara MP Tony Pua today urged Putrajaya to conduct a special audit on 1MDB's finances, saying the company was "holding Malaysian banks hostage" by seeking the one-month extension."This news is shocking as 1MDB has already missed two repayment deadlines for a RM2 billion debt in November and December 2014. Even this RM2 billion loan itself is part of a rescheduled and restructured debt it couldn’t pay in November 2013," he said in a statement this morning.But, Zeti said the central bank would not allow any "systemic" effect from any individual company to have an impact on the country's economy.“We will never comment on an individual entity, but we have arrangements to deal with it so that no individual entity will have a systemic implication on the overall financial system of our economy," she was quoted as saying by The Star.But, she refused to comment on 1MDB's RM3.9 billion funds from the Cayman Islands, which the company had said it was bringing back.“We do not comment on individuals," she was further quoted as saying.PKR secretary-general Rafizi Ramli said Bank Negara must prove that 1MDB funds in the Cayman Islands have been repatriated by disclosing the local bank holding the funds and whether the firm has enough to pay off its RM2 billion debt.He said Bank Negara had authority under the Anti-Money Laundering Act to disclose these matters. – January 28, 2015.

Tun Dr Mahathir Mohamad, speaking in Kuching, has come out in support of NGO Save Rivers in calling for the building of smaller dams which do less damage to the environment and native population in Sarawak. – The Malaysian Insider pic, January 27, 2015.Former prime minister Tun Dr Mahathir Mohamad today suggested Sarawak rethink its highly controversial policy of building mega dams to harness electricity by replacing them with series of smaller dams like in Europe.Dr Mahathir, who was in Kuching attending the International Energy Week conference today, raised his concern over the adverse impact mega dams could have on the environment and the people.He said new dam building technology that minimised damage to the environment and minimised the social impact is already available and the state government could learn from European countries currently applying such technology.Sarawak plans to build a total of 12 mega dams in Belaga, Baram, Baleh, Pelagus, Limbang and Lawas – all in the northern part of the state to harness not only power for its growing industries but also as a source of income from sale of power to neighbouring states such as Brunei, Kalimantan (Indonesia) and Sabah.The first one, located at Murum about 200km from Bintulu was completed last year and will be commissioned soon.The 944MW dam has a reservoir covering 2,750 square kilometres and could be filled with over 12 million cubic metres of water.It had displaced thousands of ethnic Penans, Kayans and Kenyahs in the surrounding areas.Dr Mahathir said one of the good example the state can learn from is Austria, with its 10 cascading dams on the Danube river, although he admitted that the cost may be high."Perhaps in future when you are a little bit richer, then building (the dam) will not be so costly," he told reporters at the Borneo Convention Centre Kuching (BCCK).A Sarawak non-governmental organisation spearheading the campaign to stop the building of the dam in Baram, had last week written a letter to the former PM requesting him to speak for them in promoting “small-scale energy solutions and for rural electrification" in Sarawak.Dr Mahathir acknowledged receiving the letter from Save Rivers and noted the NGO's request, saying he was speaking for them today.“I am also concerned," he said.

The letter, signed by Save Rivers chairman Peter Kallang (pic), brought Dr Mahathir's attention to the findings of a recent study of the University of Oxford on the economy of 245 large dams built in 65 different countries, between the year 1934 to 2007, where the university found, “even before accounting", the negative impact large dams have on human society and environment.Sarawak's Second Minister for Resource Planning and Environment, Datuk Awang Tengah Ali Hassan, when asked later, said the state is already looking at the type of dam suggested by Dr Mahathir.Awang Tengah, who declared the conference open, however said it was not for the Baram dam which they plan to build next but a smaller dam on the Trusan River in Lawas.“We are looking into that. We plan to do it at Trusan." Awang Tengah said adding that the building of smaller dams suggested by the former PM could be expensive.He added that how the cost could be traded off with the environmental and social costs required more scrutiny to ensure that adopting the new dam technology is viable.Meanwhile, Kallang, who is also in Kuching for a conference, said he was very thankful to Dr Mahathir “for speaking his heart out".He said the NGO's push for smaller dams that would minimise the environmental and social damage now has a “powerful voice".“To be sustainable, the state has to get rid of this philosophy (of building mega dams)," Kallang said.Kallang said Sarawak should learn from the experience of countries that had decommissioned their large dams.“Their impact on the environment has been irreversible."The Baram dam if built, he said could displace up to 20,000 people from ethnic tribes in the area and submerge 400 sq km of rainforest which these people depend on for thousands of years. – January 27, 2015.

"They're in plain view."He was already outraged by the way the guy threw the packages, that cracked the shell of his brand new ammo cleaning machine. But what happened next angered him even more."You're paying someone to take a package to go from point A to point B, so basically I paid someone to come to my house and pee on it," said Lucas.Ben says he called UPS repeatedly telling them what happened."I wasn't happy with that response, that's why I figured how to video edit," said Lucas.He made sure to post the video on the UPS Facebook page."They didn't want to see it, now I guess they're going to see it," said Lucas.A supervisor called and gave Lucas the apology he had been waiting for."She was apologetic and she wants to send me a 'we're sorry' gift," said Lucas.The driver was seasonal.
